The Ministry of Housing and Urban-Rural Development of the People's Republic of China said that in the next five years, it will establish a sustainable urban renewal model and policy regulations based on demand and project-driven approach, accelerating the implementation of urban gas, water supply, drainage, sewage, heating, and underground comprehensive pipe corridor "five networks and one corridor" update and construction, effectively releasing investment and consumption potential, orderly creating high-quality living spaces, and powerfully promoting urban high-quality development. Currently, the task of urban renewal in China is becoming heavier, and it is estimated that nearly 600,000 kilometers of various pipelines for gas, water supply, heating, etc. need to be renovated in the next five years.
Statistics show that from 2023 to 2024, more than 47 billion yuan in central budgetary investment, additional bond funds, and long-term special bonds have been allocated by the state, with a focus on supporting urban gas, drainage, and other underground pipe network renovation, as well as urban renovation projects such as renovation of old residential communities. According to the plan of the Ministry of Housing and Urban-Rural Development, this year, efforts will be made to renovate more than 100,000 kilometers of various old pipelines. The National Development and Reform Commission (NDRC) recently said that it will give priority support to key urban renewal projects, especially those related to gas, water supply, and heating pipe networks, focusing on large and densely populated cities and urban centers, and giving priority support to ongoing projects and those that can start construction in the fourth quarter this year, to promote the resolution of prominent problems such as aging gas pipe networks, urban flooding, and water leakage in pipelines. Many cities are accelerating the treatment of urban flood-prone areas this year to do a good job in urban drainage and flood prevention, the Ministry of Housing and Urban-Rural Development requires localities to use bond funds well and accelerate the implementation of urban drainage and flood prevention capacity enhancement project, and complete the renovation of 100 cities and more than 1,000 flood-prone areas this year. The work is currently underway.
According to the requirements of the Ministry of Housing and Urban-Rural Development, local governments should make good use of the additional government bonds and long-term government bonds this year to continuously improve the urban drainage and flood prevention engineering system featuring "source reduction, pipe network discharge, storage and discharge in combination, and emergency response in case of excessive rainfall." Currently, local governments are actively combining urban renewal efforts, aging gas pipeline replacement and other work to systematically promote the construction and renovation of drainage pipelines and pumping stations, and accelerating the filling of infrastructure shortcomings. In Dalian, Liaoning Province, the main body of the first rainwater and sewage separation system in the old district of Liaoning Dalian was officially completed and put into operation recently. The project covers more than 120 kilometers of pipelines, covering all residential areas, schools, hospitals, factories, roads, squares, and other drainage systems in the construction area.

After being renovated, this sewage and rainwater separation project achieved full-process "smart operation", with the integration of automatic management of sewage and rainwater collection, transportation, control, purification, and reuse.
Taking a targeted approach, cities across the country are accelerating the construction of underground utility tunnels to improve urban management while carrying out renovation projects. As a means of effectively tackling urban management problems such as "road patchwork" and "spider webs in the sky," many cities have tailored their approaches this year to encourage the integration of power, water, and communication lines into utility tunnels, thus ensuring greater urban safety.
The reporter noticed that while accelerating the construction of urban underground comprehensive pipe racks, various places also utilized Internet of Things (IoT), big data and other technologies to build safety monitoring platforms for the operation of underground pipe racks, achieving online monitoring and management of the pipe racks themselves and the pipelines within them.
Today's cities need to enhance their "appearance level" to make "faces" look better, but more importantly, they need to strengthen their infrastructure to ensure that "insides" are safe. Although the "insides" of a city are not as eye-catching as tall buildings and bustling districts, they are an important guarantee for the normal operation of the city and the quality of residents' lives. When faced with special situations, the quality of the "insides" is immediately apparent. Only cities with good "insides" can offer residents a high quality of life, and the people will have the most tangible sense of it. No power outages, less water leakage, and sufficient gas supply - these seem ordinary, but they are essential for a happy life.
